I don't know which hose they are talking about but I'd recommend that you do 2 things:
1- Get a vented gas cap. (If CA doesn't allow them- which seems odd as non-vented gas tanks tend to go "boom" in hot weather- you may need to get it out of state and then have it shipped privately to you.
2- Go to a home improvement-type store and get a big washer (the hardest kind of steel you can find). Use a vice-grips to hold the washer, and the washer to engage the slot on the inspection cover. Works like a charm.
